Monsod: C-5 Road extension unnecessary, wasteful www.abs-cbnnews.com MANILA, Philippines - UP economist Prof. Winnie Monsod considers the controversial C-5 Road extension was an "unnecessary" and "wasteful" project , where Senate President Manuel Villar benefited enormously. In its Philippine Daily Inquirer column last Saturday, Monsod said the Government was P6.96 billion of public funds in the extension of the road that only a repetition of the former Manila-Cavite Toll Expressway(MCTEP) project, while the South Luzon Expressway (SLEX) to the coastal road. The MCTEP was a joint venture between the government and a private partner in Malaysia. Here, Monsod said the government only shells of P2.68 billion for the purchase of road right of way and the private partner is responsible for the building. On the other hand, the P6.96-billion C-5-extension, Parañaque Link Project (LPPLP), along with the Las Piñas links SLEX was in the coastal zone, veryfunded by the government. "It was totally unnecessary to build a second one. It was a waste of scarce resources," Monsod said, quoting official documents from the Senate and the Department of Public Works and Highways (DPWH). Monsod said that the C-5 extension through at least 50-52 acres owned enterprises Villar, whose values increased significantly with the construction of the project. She also said that the acquisition has the right way, the government paid a whopping P168.1Million or an average of P7, 168 per square meter for Villar-related properties only P22 million and P1, 880 per sqm compared to non-Villar properties. "This unnecessary and wasteful project was certainly Villar idea," Monsod, DPWH, quoting a feasibility study that the project was conceived and initially funded by the senator. "Villar added benefit enormously from the second (C-5 extension) project" Monsod.
